目的 目前医用耗材的研究都是站在宏观的角度上。本研究主要针对医疗改革中医用耗材改革这一视角,通过系统的政策评估理论来对现有医用耗材改革政策的实施做出分析。方法 将政策评估理论、博弈论、信息不对称理论等为理论基础,通过医用耗材改革政策的回顾结合医用耗材相关主体的分析在专家讨论的基础上形成本研究的评估要素及访谈内容,从而形成评估。结果 从政策评估角度分析评估结果,探讨在新一轮医用耗材改革中公立医院如何贯彻医疗改革初衷,同时保持公益性和完成自身发展中取得平衡并提出相关建议。结论 公立医院在不断执行、推动医用耗材改革的同时,医用耗材各方应进一步配合做好改革工作,进而推动整体医药卫生体制改革。

Objective At present, the research on medical consumables mainly is from a macro perspective. Focusing on the medical reform of consumables, this study analyzed the implementation of current medical consumables reform policy through a systematic policy evaluation theory. Methods Based on the policy evaluation theory, game theory, and information asymmetry, the evaluation elements and interview contents of the study were obtained after reviewing the reform policy of medical consumables, analyzing the main body of medical consumables, and expert discussion, which formed an evaluation. Results The evaluation results were analyzed from the perspective of policy evaluation and used to discuss how to implement the original intention of medical reform in public hospitals in the new round of medical consumable reform. At the same time, we should keep the public welfare and achieve a balance in our own development and put forward relevant suggestions. Conclusion While the public hospitals are implementing and promoting the reform of medical consumables is being carried out in public hospitals, all parties of medical consumables should further cooperate to promote the overall medical and health system reform.
